Combien de .... y a-t-il? How many ... are there?
Il y en a ... There are ...

Combien de vélos y a-t-il? How many bikes are there?
Il y en a sept. There are seven.

NB Don't forget the plural 's'.

Making sentences plural in French
The plural of l’ is les

Le vélo est rouge. The bike is red.
Les vélos sont rouges. The bikes are red.

NB The plural ‘s’ is added to the noun and the adjective.

est is
sont are

NB Colours come AFTER the noun and have to agree with the noun they describe.
